Would it be better if the default setting for submission was Attribution (3.0)CC BY-NC rather than Attribution (3.0)CC BY?

If you’re talking about re-mixes, there is no default. The upload form picks based on the samples you used. This is by design, in order to make it as easy as possible to be in compliance with the original license.
